Paul was born in Mount Laurel, New Jersey, in 1885. She attended Swarthmore College and the University of Pennsylvania Law School. After graduating from law school, she worked as a social worker in Philadelphia. In 1910, she joined the National American Woman Suffrage Association (NAWSA). She quickly rose through the ranks of NAWSA and became one of its most active leaders.

Burns was born in Brooklyn, New York, in 1879. She attended Vassar College and Columbia University. After graduating from Columbia, she worked as a teacher and a social worker. In 1908, she joined NAWSA. She quickly became one of the most active leaders of NAWSA and was elected to its executive committee.

In 1916, Paul and Burns founded the National Woman's Party (NWP). The NWP was a more radical organization than NAWSA. It advocated for a federal amendment to the Constitution that would give women the right to vote. The NWP also organized a series of protests and lobbying efforts to pressure Congress to pass the amendment.

The NWP's protests were often met with violence. In 1917, Paul and Burns were arrested and jailed for picketing the White House. They were both sentenced to seven months in prison. While in prison, Paul and Burns went on a hunger strike. They were eventually released after Woodrow Wilson intervened.

The NWP's lobbying efforts were also successful. In 1918, Congress passed the 19th Amendment to the Constitution, which gave women the right to vote. The 19th Amendment was ratified by the states in 1920.

Paul and Burns were two of the most important leaders of the women's suffrage movement. Their work helped to win the vote for women in the United States. They are both considered to be icons of the feminist movement.
